What the mandate means

Bulgarian public authorities must support structured e-invoices in line with EU public procurement rules, but suppliers are not generally compelled to issue e-invoices across all B2G transactions. In private-sector transactions, e-invoicing remains voluntary.
Businesses should not over-engineer Bulgaria-specific processes before final rules are published. However, they should prepare reusable invoice data capability so that any future clearance model can be implemented without redesigning the ERP core.
