E-invoicing in Norway

Norway has long been a strong Peppol and EHF market for public-sector e-invoicing. It has now approved a phased expansion into business e-invoicing and digital bookkeeping. From 1 January 2027, bookkeeping-obliged businesses are required to send e-invoices. From 1 January 2030, the obligation expands to receiving e-invoices and using electronic accounting systems.

What the mandate means

Norway’s approach links e-invoicing to bookkeeping obligations. The first practical requirement is outbound: affected businesses must be able to issue e-invoices from 2027. The later phase brings inbound e-invoice receipt and electronic accounting system requirements from 2030.
The public sector already operates on a structured e-invoicing foundation. For businesses, this creates a clear technology path: support EHF/Peppol, integrate invoice exchange with accounting systems and strengthen invoice data controls.
