E-invoicing in Finland

Finland has a strong e-invoicing culture and a distinctive partial B2B model. While there is no universal B2B mandate, businesses above the national turnover threshold can request e-invoices from suppliers. Public-sector e-invoicing is already in place, and Finnish formats such as Finvoice and TEAPPSXML sit alongside Peppol and EN 16931.

What the mandate means

Finnish contracting entities and traders have a legal right to request EN-compliant e-invoices from suppliers, provided they meet the relevant threshold. This is not a universal clearance mandate, but it creates a strong market expectation that businesses can issue structured invoices when asked.
In B2G, public bodies receive and process structured e-invoices, with central government systems and operators supporting the flow.

What businesses should do now

Businesses should ensure they can issue and receive Finvoice, TEAPPSXML or Peppol BIS Billing 3.0 depending on counterparties.

They should also verify operator/bank routing data and ensure invoice archives preserve structured invoice content, not only PDF images.
